Budi said, according to statistical data of cases handled by KPK since 2004 until June 2025, the corruption modus in procurement of goods and services reached 423 cases.
KPK highlights the performance of procurement of goods and services (Sumut) which has only reached an average of 57 percent, falling into the red category.
Budi said that the condition is considered not yet meeting the regional commitment to improve the procurement sector, which has long been a vulnerable area for corruption.

Based on the 2024 Integrity Assessment Survey (SPI), the average score of all regions in North Sumatra Province is 70.28.
Meanwhile, specifically for the Provincial Government of North Sumatra, it obtained a score of 58.55 or falls into the vulnerable category.
"Among the factors causing the low score are weak management of human resources (HR) in the process of appointing, transferring, and dismissing civil servants (ASN), as well as procurement of goods and services, where both sectors still have scores below 60," he said.
Previously, the KPK has determined five suspects in the case of alleged corruption in the road construction project in North Sumatra (Sumut).
They are the Head of the North Sumatra Public Works Department, Topan Obaja Putra Ginting (TOP), the Head of UPTD Gunung Tua of the North Sumatra Public Works Department who also serves as the Commitment Maker, Rasuli Efendi Siregar (RES), the Commitment Maker in the North Sumatra Regional PJN Work Unit, Heliyanto (HEL), Director of PT DNG, M Akhirun Efendi Siregar (KIR), and Director of PT RN, M Rayhan Dulasmi Pilang (RAY).
This action involved the officials from the North Sumatra Provincial Public Works and Spatial Planning Office (PUPR) and the National Road Implementation Unit (Satker PJN) Region I North Sumatra.
KPK also opens the opportunity to summon North Sumatra Governor Bobby Nasution in the investigation of this case.

The case of the suspect being appointed as head of the North Sumatra Public Works and Spatial Planning Agency has become a public focus, especially because of the close relationship between Bobby Nasution and Topan Ginting.
Political Science lecturer at North Sumatra University (USU), Indra Fauzan, assesses that Topan has had a rapidly rising career since Bobby's leadership era.
"As a resident of North Sumatra, I see that the process is quite rapid for Pak Topan's bureaucratic career during or in the era of Pak Bobby Nasution," said Indra in the Kompas Petang program on Kompas TV, Tuesday (1/7/2025).
According to Indra, Topan started his career as a district head in Medan Tuntungan, then became the head of the City's Public Works and Infrastructure Office (PUPR), and even served as the acting city secretary during the 2024 local election.
When Bobby served as Governor of North Sumatra, Topan was also brought to the province to hold a strategic position.
"Then, as we both saw earlier, when Mr. Bobby Nasution moved to the province, there were three people, if I'm not mistaken, who were appointed (to the province) at that time, brought directly from Medan City," said Indra.
Indra admitted that the closeness between Bobby and Topan could be more than just personal, but also a close relationship in terms of performance.
"Because regardless, there are people who need to be loyal to the leadership and also need to be able to implement the government's policies," he explained.

Bobby Nasution said the position of Director of PUPR North Sumatra is still vacant, but an acting head will be appointed soon.

Bobby also emphasized that the North Sumatra Provincial Government will not provide legal assistance to Topan.
