In a major breakthrough in the ongoing standoff between the government and op-position in the Punjab Assembly, both sides reached an agreement over the re-instatement of suspended lawmakers in the third round of negotiations on Thursday.
The development was formally announced during a joint press interaction led by Punjab Finance Minister Mujtaba Shuja-ur-Rehman and Leader of the Opposition Malik Ahmad Khan Bhachar following the talks.
'Today's session was productive and conclusive. We've reached a consensus on key matters to ensure smooth conduct of the Assembly,' said Mujtaba Shuja-ur-Rehman. 'Going forward, under Rule 223 of the Rules of Procedure 1997, there will be no personal insults, slurs, or disruptions in the House.'
According to Shuja-ur-Rehman, both sides agreed that opposition voices, par-ticularly that of the Leader of the Opposition, will be given due weight in the Assembly proceedings. Disruptive sloganeering and shouting will be avoid-ed, especially during key speeches, including those of the Chief Minister.
He emphasized that decisions about the Assembly's proceedings will be taken collectively in the Business Advisory Committee, with equal input from the government and opposition. Any violation of the negotiated code of conduct will be reviewed by the Ethics Committee, which has been tasked with determin-ing disciplinary measures.
Shuja-ur-Rehman also revealed that Speaker Malik Muhammad Ahmad Khan, who par-ticipated online in today's session chaired by Rana Muhammad Iqbal, will per-sonally oversee the restoration of voting rights for the 26 suspended members. This reinstatement will enable them to cast their votes in the upcoming Senate elections. A detailed ruling under Articles 63 and 64 of the Constitution is expected to follow.
Speaking to the media, Leader of the Opposition Malik Ahmad Khan Bhachar con-firmed that this was the third round of talks with the government. He said that both sides had tabled proposals, resulting in a mutual decision to acti-vate both the Business Advisory Committee and the previously dormant Ethics Committee, which will now play a central role in maintaining Assembly conduct.
Bhachar asserted the opposition's right to protest, calling it a democratic tool that cannot be taken away. However, he admitted that the use of abusive language had never been encouraged. 'We've never endorsed abusive behavior. It's unacceptable and won't be tolerated,' he added.
Reiterating the opposition's firm position, he stated, 'We have not apolo-gized, nor has anyone asked us to. If our members are not reinstated, we will hold our own parallel assembly outside the legislature.'
Bhachar categorically denied any compromise on their principled stance: 'We did not go to seek an apology or negotiate penalties. Our people are suspended without justification. Until they are restored, we will not rejoin the Assem-bly.'
He warned that if the government wants the opposition to play its role inside the legislature, it must restore the suspended members. 'We are in the opposi-tion and will never back away from protest,' he affirmed.
With the deadlock now resolved, the procedural roadmap for the reinstatement of the suspended PTI lawmakers will be finalized in the coming days after the speaker returns from his foreign visit. The development is expected to ease political tensions in Punjab's legislature and allow the assembly to return to normal functioning ahead of the upcoming Senate elections scheduled for July 21.
The controversy began last month when 26 PTI members were suspended after a heated assembly session. The opposition accused the government of suppressing dissent, while the government claimed the members had violated parliamentary rules and ethics. The issue had stalled legislative business and triggered multiple rounds of negotiations.
Following the success of the negotiations, Speaker Punjab Assembly Malik Mu-hammad Ahmad Khan joined the session via audio link and was briefed on the outcome of the dialogue. He expressed satisfaction over the agreement and praised both sides for adopting a reconciliatory approach.
