Djoko Setijowarno, an academic from the Civil Engineering Study Program at Unika Soegijapranata, considers that in order to be more focused and have a separate budget for managing river, lake, and ferry transportation, it is necessary to establish a Directorate General of River, Lake, and Ferry Transportation.
"What happened remains at the second level, shifting from the Directorate of Land Transportation to the Directorate of Sea Transportation. The budget has not changed, so it is only possible to improve transportation in Lake Toba. Meanwhile, river transportation is neglected due to limited budget. Yet, river transportation can be used for logistics overflow that is always focused on road transportation," he said in a written statement to Pikiran Rakyat, Monday, June 7, 2025.
The use of river flows for transporting logistics in Kalimantan, according to Djoko, is becoming less frequent after the Trans-Kalimantan transportation network. It should still be minimal, there must be logistics transported by river, so that there is not too much burden on the roads transporting logistics.
The Deputy Chairman of the Center for Community Transportation Development and Regional Empowerment (MTI) also stated that the vessels in river transportation also need attention for modernization. Indeed, old ships are still operating in the rivers of Kalimantan.
On the other hand, Djoko said, the ferries that are profitable are the ones being managed, while the ferries connecting to small islands are less attended to, for example, the case of access to Enggano Island.
"There are still Pangkajene Islands Regency (Pangkep) which have many small islands, but very few ferries. If the regency government is burdened, it would not be financially sufficient to operate ferry services on several small islands in its area," he said.
"There is no need for the incident of KMP Tunu Pratama Jaya in the Bali Strait to happen again. With increased budget, attention to safety must also be increased. Not by efficiency, the safety budget is even reduced or completely cut," he added.
The Success of the Lake Toba Transportation Reform Must Be Taken as a Lesson
Djoko believes that the success of the improvement in transportation on Lake Toba can serve as a lesson for improving river, lake, and ferry transportation in other locations.
"We should not keep repeating the same mistakes, and then only try to improve when a disaster occurs that causes loss of life. It should be remembered that besides rivers, lakes, and swamps, there are still many places in Jakarta where transportation tools with the function of crossing are not yet addressed and are left unattended without government supervision," said Djoko.
"Ironis, if the context of ferry transportation is only meant for busy routes and served by large ships such as Merak-Bakauheini and others. It needs deep reflection and evaluation," he added.
She assessed that it is time for the Indonesian government to carry out comprehensive handling of ferry transportation, starting from its institution, which is the same as the institution in charge of maritime, road, air, and railway transport. Until the human resources and infrastructure are sufficient.
According to him, this can only be answered when the Ministry of Transportation dares to take the Directorate of Inland Waterway, Lake, and Ferry Transport out of DPJD and DJPL. Similarly, when the Directorate of Railways was removed from DJPD and established as a separate Directorate General of Railways.
