SETARA: The Return of Lt. Gen. Novi Helmy Reflects the Regression of Military Reform
SETARA Institute considers the return of active military status for Lieutenant General or Letjen Novi Helmy Prasetya after serving as Director of Perum Bulog as a step backward in military reform. This move is said to contradict the Indonesian National Armed Forces Law (UU TNI) and has the potential to create a bad precedent in placing soldiers in civilian positions.
In addition, referring to the explanation of Article 55 letter c of the TNI Law, when they retire, the military personnel complete their military service and return to society. "Reinstating active military status after retirement would set a precedent that disrupts regeneration within the TNI if implemented without clear regulations," said Ikhsan Yosarie, a human rights and security sector researcher at SETARA Institute, in a press release received on Friday, July 5, 2025.
Previously, Letjen Novi was appointed as the Director of Bulog through the Decision of the State-Owned Enterprises Minister No. SK-30/MBU/02/2025 dated February 7, 2025. This position, according to Ikhsan, is not included in the list of civil service positions allowed to be filled by active military personnel. At the time of appointment, TNI stated that Novi was in the process of early retirement.
