From the results of the review by the Ministry of Health and BPJS Kesehatan, it was concluded that 5 hospitals in Flores and Lembata do not meet the service standards.

No 5 Hospitals referred to are RSUD dr. Hendrikus Fernandez Larantuka (Class C - Not Appropriate), RSUD dr. TC Hillers Maumere (Class C - Not Appropriate), RS Gabriel Kewapante (Class D - Not Appropriate), RS Bukit Lewoleba (Class D - Not Appropriate), and RS Santa Elisabet Lela (Class D - Not Appropriate).

NTT Ombudsman refers to the results of the review by the Ministry of Health and BPJS Health as an important moment to promote improvement in the quality of health services in the region.

She explained that every year BPJS Health conducts reaccreditation to check the compliance of hospitals that will cooperate with BPJS Health.

"What is happening now is the review by the Ministry of Health, also considering the 2024 BPJS Health audit report," said Darius Beda Daton through a WhatsApp message on Saturday, July 5, 2025.

According to Darius, the decline in class of some hospitals in Flores and Lembata occurred because certain standard service instruments for Category C Hospitals have not been fulfilled.

I consider this as a positive step for improving the health service system, and at the same time it is an encouragement for local governments, as the owners of hospitals, to seriously meet all the established standards.

Darius emphasized that, so far, there have been many public hospitals in NTT classified as Class C, but in terms of facilities, infrastructure, and human resources, they are actually only equivalent to Class D.

"It also affects the claim payments by BPJS. Because the hospital class influences the amount of the claim. We are served by hospitals that have minimal facilities and human resources, but paid by BPJS as if everything is complete. This harms the patients and BPJS," he explained.

For that reason, he urged the Ministry of Health and BPJS Kesehatan to take a firm stance against hospitals that do not comply with the standards.

Severe sanctions, including the termination of cooperation, are important to protect patients' rights and prevent the abuse of the system, according to Darius.

"Sometimes, the Ministry of Health and BPJS must be strict in imposing sanctions on hospitals, including terminating cooperation if hospitals cannot meet the required service standards. This harms patients. It also prevents moral hazard, which is reportedly often done by our hospitals," he said.

Darius cited a case in Kupang City several years ago, when the NTT Ombudsman asked BPJS to stop its cooperation with Siloam Hospital because it did not meet the standards.

Strong actions taken by BPJS at that time, said Darius, yielded results because Siloam Hospital finally met all the requirements requested.

"Back then, the head of BPJS dared to terminate the cooperation until Siloam Hospital fully complied with all the standards required," he said.

The Ombudsman hopes that such evaluations continue to be conducted regularly to ensure quality, safe, and regulated health services for the public interest.

Previously reported, 5 hospitals in Flores and Lembata, East Nusa Tenggara Province (NTT), are considered not to meet service standards.

The assessment is based on the results of the Ministry of Health's review and the accreditation of the Social Security Health Agency (BPJS Kesehatan) for 2024.

The five hospitals mentioned are RSUD dr. Hendrikus Fernandez Larantuka (Class C - Not Appropriate), RSUD dr.
