Best for you JAKARTA — Ministry of Communication and Digital ( Komdigi ) record the realization of revenue Non-Tax State Revenue ( PNBP ) amounting to Rp8.66 trillion until July 4, 2025, or equivalent to 34.32% of this year's target set in the State Budget (APBN) amounting to Rp25.25 trillion.
In 2024, the realization of PNBP Komdigi reached Rp22.6 trillion.
Minister of Communications and Digital Meutya Hafid stated that the Ministry of Communication and Digital (Kemkomdigi) is the largest contributor of PNBP from all ministries/units (K/L) in the first quarter of 2025.
"The target realization of PNBP and the budget posture of the Ministry of Communication and Informatics (Kemkomdigi) for Fiscal Year (TA) 2025 was conveyed by the Ministry of Finance during a Hearing Meeting (RDP) of Commission XI on May 8, 2025, that in the first quarter of 2025, Kemkomdigi became the largest contributor of PNBP from all ministries and institutions (K/L) in 2025," said Meutya during a meeting with DPR RI Commission I in Jakarta on Monday (7/7/2025).
She stated that the revenue performance will significantly increase in the second half of this year. Meutya also conveyed that the Ministry of Digital Transformation has obtained an Unqualified Opinion (WTP) from the Supreme Audit Institution of the Republic of Indonesia (BPK) on the 2024 financial report.
"The 2024 financial of Kemkomdigi has been audited by BPK RI with an unqualified opinion. For two years we had WDP (Unqualified with Exclusions), this year we obtained WTP or unqualified without exclusions, hopefully becoming a motivation for our leadership," continued Meutya.
According to him, the appreciation from BPK RI also includes the reasonable presentation of assets and the improvement of intensive coordination among organizational units in following up on audit findings.
"In accordance with the recommendations in the report on the financial statements of 2024, there are several notes that will be followed up within 60 days, including improving service quality which is a potential source of PNBP revenue, optimizing internal control in the implementation of state spending, and managing fixed assets in Kemkomdigi in the future to be more adequate," said Meutya.
Meanwhile, the Secretary General of the Ministry of Digital Transformation, Ismail, presented the budget allocation for the Ministry of Digital Transformation for the 2025 fiscal year, set at Rp7.73 trillion based on a letter from the Minister of Finance No. S-867.
The budget consists of Rp2.17 trillion in pure funds, Rp1.21 trillion in non-tax state revenue, Rp773.25 billion in foreign grant loans (PHLN), and Rp3.58 trillion in non-tax state revenue from General Service Agencies (BLU).
However, Ismail explained there are dynamics related to the opening of budget blockages and cash balances.
"Following the President's Instruction Number 1 of 2025, Kemkomdigi at that time had its budget blocked amounting to Rp3.84 trillion, and as of today, we have relaxed it by Rp1.88 trillion, and also opened the BLU Bakti cash balance of Rp2.96 trillion. Therefore, the budget limit position of Kemkomdigi as of July 7 has reached Rp8.73 trillion, which is already above the set budget limit of Rp7.73 trillion," explained Ismail.
Furthermore, Ismail said that Komdigi has also submitted a budget adjustment to the Ministry of Finance.
"Based on the needs we submitted to the Ministry of Finance on July 2, we have received a response that approves our proposal of Rp12.75 trillion, which will be further reviewed. In principle, our budget posture will reach Rp12.75 trillion," he said.
Ismail said that the Bakti cash balance has already been submitted to be reopened by Kemekeu. According to him, the reopening of the BLU Bakti cash balance will be done gradually. He added that the Bakti cash balance, which previously reached Rp6.77 trillion, will be reopened. Of this amount, Rp2.95 trillion has already been reopened, while the remaining Rp3.8 trillion will continue to be reopened by Rp2.2 trillion.
He also expressed optimism that the permit for the use of PNBP will increase significantly.
"The use of PNBP will also experience an increase, which was previously Rp3.32 trillion, is expected to reach Rp9.19 trillion by the end of [the year]," Ismail concluded.
