President Paul Kagame and DR Congo leader FĂ©lix Tshisekedi are expected to travel to Washington, DC, in “the coming weeks,” as part of an ongoing peace process between the two countries, brokered by the United States. Currently, the date of the trip is not yet known. However, Rwanda’s Minister of Foreign Affairs and International Cooperation Olivier Nduhungirehe, told The New Times on Thursday, July 17, that the purpose of the trip will be to sign “a separate agreement,” known as the Regional Economic Integration Framework. One of the provisions of the agreement and which is Rwanda’s major concern, is the neutralisation of the FDLR, a Kinshasa-backed militia founded by remnants of perpetrators of the 1994 Genocide against the Tutsi. Among the steps currently being taken is the appointment of members to a Joint Oversight Committee (JOC), which will be responsible for monitoring the agreement’s implementation, receiving and addressing complaints, resolving disputes, and verifying claims of violations, the Nduhungirehe said. The US-mediated negotiations between Rwanda and DR Congo seek to reach a three-pronged resolution of conflict in eastern DR Congo and its effects on the Great Lakes Region. There’s the security aspect of the agreement, the political and the economic. Officials have previously stated that the economic aspect of the peace initiative would see American businesses invest the two countries in areas such as critical mineral value chains. According to the June 27 agreement, the two countries committed to launching, within three months of the agreement’s entry into force, a phased regional economic integration framework. This will be set out in a separate agreement titled the Regional Economic Integration Framework. The framework is intended to build on existing regional blocs such as the African Continental Free Trade Area (AfCFTA), the International Conference on the Great Lakes Region (ICGLR), the Common Market for Eastern and Southern Africa (COMESA), and the East African Community (EAC). According to a joint statement, the framework aims to expand foreign trade and investment through regional critical mineral supply chains. It also seeks to increase transparency and curb illicit economic activity, ensuring that both countries, and the broader region, benefit more equitably from their natural and economic resources. ALSO READ: UN Security Council welcomes Rwanda-DR Congo peace deal The framework also hints at bilateral integration. “Under the framework, the parties shall launch and/or expand cooperation on shared priorities such as national park management; hydropower development; de-risking of mineral supply chains; joint management of resources in Lake Kivu; and transparent, formalized end-to-end mineral value chains (from mine to processed metal) that link both countries, in partnership, as appropriate, with the U.S. government and U.S. investors,” reads part of the June 27 agreement. The framework also is expected to have the two countries commit to explore options to link the framework to other international or regional economic development initiatives, including in infrastructure projects. Speaking about the Rwanda-DR Congo peace deal during a conversation with journalists on July 4, President Kagame commended the Trump administration for seeking a solution to the problem by taking into account the three major aspects, the economic, the political and the security. While previous external actors approached the problem from only the economic perspective, and/or imposed sanctions, which did not lead to a solution, Kagame said the current approach might succeed as it seeks to address the root causes of insecurity. He noted, however, that it was up to Rwanda and DR Congo to honour their commitments for the peace process to succeed. The Washington process is parallel to the ongoing Qatar-mediated peace talks between the Congolese government and the AFC/M23 rebels, who now control swathes of territory in eastern DR Congo, including the two largest cities, Goma and Bukavu. Officials say that these two initiatives are complementary.
