Best for you.CO.ID - JAKARTA The government, through the Ministry of Religious Affairs, has taken strategic steps regarding the implementation of the 2025 Hajj. These include providing transparency of information for special Hajj pilgrims, optimizing the efficiency of Hajj fund utilization, and improving more competitive services through a multi-company scheme.
With the presence of these three initial policies, the Ministry of Religious Affairs claims that this will become a milestone for improving services to Indonesian pilgrims.
Quoting Kemenag.go.id Director General of Hajj and Umrah Services at the Ministry of Religious Affairs, Hilman Latief, claimed that these three steps are not merely administrative innovations, but rather a paradigm shift in Hajj management.
"This is a progressive step in the management of Hajj, moving from a previously closed and centralized system to one that is more open, fair, and participatory," said Hilman Latief in Jakarta, Saturday (5/7/2025).
Furthermore, the man who has led Indonesia's Hajj pilgrimage management four times explained these three initial matters.
1. List of Names of Special Hajj Pilgrims Is Now Published
For the first time in the history of Hajj administration, the government officially announced the list of special Hajj pilgrims entitled to pay the Hajj costs for the year 1446 H/2025 M. This list was announced on January 23, 2025.
"This approach is the same as that taken by regular Hajj pilgrims. Those who are eligible to complete the payment are announced publicly," explained Director General of Hajj and Umrah Hilman Latief.
This transparency step is a follow-up to the recommendations of the Indonesian House of Representatives' Special Committee (Pansus), which highlighted the lack of public oversight over the distribution of special Hajj quotas.
So far, according to Hilman, the list of special haji pilgrims was not announced publicly, but rather contacted through Special Haji Service Providers (Penyelenggara Ibadah Haji Khusus/PIHK). Starting this year, the list of special haji pilgrims will be publicly announced.
"Therefore, all pilgrims can access the list of names entitled to pay off the costs of this year's pilgrimage. This is our commitment to transparency of information," explained Hilman.
This year, payment of fees was carried out in two stages. The first stage took place from January 24 to February 7, 2025, and the second stage from February 14 to February 21, 2025. A total of 14,467 pilgrims completed their payments in the first stage, followed by 1,838 pilgrims in the second stage, fulfilling the entire quota of 16,305 pilgrims.
"As a form of transparency, at the end of the payment period, we also release the names of pilgrims who have completed their payments. This is part of our accountability to the public," said Hilman Latief.
2. Hajj Fund Efficiency: Declining Benefits, Services Remain Optimal
From the funding side, this year the Government and the House of Representatives have agreed on the Hajj Service Cost (BPIH) for 1446 H/2025 M with an average amount of IDR 89,410,258.79, assuming an exchange rate of USD 1 to IDR 16,000 and SAR 1 to IDR 4,266.67. This year's average BPIH has decreased by IDR 4,000,027.21 compared to the 2024 BPIH average of IDR 93,410,286.00.
The utilization of benefits allocated from the optimization of initial pilgrim deposits has also decreased. The average benefit value per pilgrim in 2024 was IDR 37,364,114.40. This year, the average benefit value per pilgrim decreased to IDR 33,978,508.01.
Nevertheless, the quality of service has not declined. For example, pilgrims still receive three meals per day while in Mecca, including ready-to-eat food services ( ready to eat or RTE) and Nusantara-flavored menus tailored to the tastes of Indonesian pilgrims.
"This year, Indonesian Hajj pilgrims receive a total of 127 meal services. This consists of 84 meals in Makkah, 27 meals in Madinah, and 15 meals plus one heavy snack during the peak Hajj period in Arafah, Muzdalifah, and Mina," said Hilman.
Accommodation and transportation services also remain at a high standard.
"Efficiency is carried out without sacrificing comfort. Some services have even seen improvements," added Hilman.

3. Multi-Company Scheme: Appreciative Service Diversification
Another major step is the implementation of a multi-company scheme for pilgrim services in Saudi Arabia. Indonesia is collaborating with eight companies this year: Al Bait Al Guest, Rakeen Mashariq, Rehlat & Manafea, Rifad, Rawaf Mina, Sana Mahsaariq, MCDC, and Al Rifadah.
The goal is to end dependency on a single service provider, which has previously caused monopoly risks and limited choices. With multiple companies involved, the system becomes more competitive and allows for improved service quality.
This scheme once created technical dynamics in the field, especially in the management of groups consisting of various companies. However, these challenges were effectively mitigated through an integrated coordination system between the Indonesian and Saudi Arabian governments.
Appreciation for this success was directly expressed by the Deputy Minister of Hajj and Umrah of Saudi Arabia, Abdul Fattah Mashat, during his visit to the PPIH Saudi Arabia Work Area (Daker) Makkah office.
"I convey tahni'ah to the Indonesian Hajj pilgrims who have completed their worship safely and comfortably. This 1446 H Hajj was successful, and we understand there were technical notes considering the large number of Indonesian pilgrims. However, everything was anticipated properly, without causing any crisis," said Deputy Hajj Minister Mashat.
He also expressed appreciation to King Salman and Crown Prince Muhammad bin Salman for their guidance in improving the quality of Hajj services.
