RUBLIK DEPOK - Bandung City once again holds the title of the most congested city in Indonesia according to the annual TomTom Traffic Index. This situation is not new. Transportation analyst from Institut Teknologi Bandung (ITB), Sony Sulaksono Wibowo, confirmed that this status has been occurring since 2019 and is considered reasonable given the limited public transportation alternatives in the City of Bandung.
No Public Transportation Alternative, Residents of Bandung Trapped in Traffic Congestion
According to Sony, compared to Jakarta, which is considered more congested in terms of vehicle volume, Bandung is actually worse in terms of travel time and traffic stagnation. This occurs because Jakarta already has an integrated public transportation system, such as MRT, LRT, and BRT (TransJakarta), which gives the community options to not rely on private vehicles.
On the contrary, Bandung residents do not have similar alternatives. The lack of an efficient mass transportation system forces the community to use private vehicles, which worsens traffic congestion at various points in the city. Residents are trapped in a situation that seems to have no way out, even feeling resigned every time they face total traffic jams.
Unfit Bicycle and Pedestrian Paths, Minibuses Unchanged Since the 1980s
Sony also highlighted the lack of supporting infrastructure, such as safe bicycle paths and comfortable pedestrian paths. He believes that the Bandung City Government is not serious about creating a city that is friendly for non-motorized vehicle users.
Furthermore, he emphasized that the city bus (angkot) routes in Bandung have not been updated since the 1980s. Currently, there are 36 routes, which mainly serve the central and southern areas of the city, while the eastern area - which is densely populated - has limited public transportation services. Efforts to reform the angkot routes have always failed due to pressure from angkot driver groups.
No Transportation Commitment from the Local Government
In its analysis, Sony assessed that the biggest problem lies in the city government's inconsistency in designing and implementing long-term transportation policies. Jakarta is mentioned as an example of consistency in building a public transportation system regardless of who the governor is, while Bandung is evaluated as failing to maintain the direction of development from one leadership period to the next.
She pointed out that leaders in Bandung often just throw out ideas without realizing them. Hope emerged at the beginning of the leadership of the pair M Farhan and Dedi Mulyadi, but now Sony states that this hope is beginning to fade and has become only a seasonal issue.
Severe Traffic Congestion's Social and Economic Impact
Traffic in Bandung does not only affect travel time, but also productivity and the quality of life of the community. Many residents spend hours on the road, especially during morning and evening rush hours. Logistics costs increase, the distribution of goods is disrupted, and exhaust emissions become higher due to vehicles stuck in long queues.
Some transportation business actors also suffered losses due to increased fuel consumption, inefficient operating hours, and increased risk of traffic accidents.
The Need for Serious Breakthroughs and Innovative Policies
Sony emphasized that to get out of this situation, Bandung needs concrete and measurable policy breakthroughs. It requires strong political will from local leaders to develop inclusive and sustainable public transportation planning. The city must dare to invest in modern public transport systems, improve pedestrian paths, build safe bicycle facilities, and redesign transport routes to reach all areas of the city.
Furthermore, he suggested the existence of intermodal integration that facilitates residents to move from one point to another without having to rely on private vehicles. If not, he expects traffic congestion in Bandung to become worse and potentially create a more serious mobility crisis in the near future.
The community is also urged to play a role in driving change by promoting sustainable mobility patterns and supporting the development of safe, comfortable, and affordable public transportation for all.
