"Actually, there are many recipient accounts of social assistance that are suspected to be dormant or have not made any transactions, except for receiving transfers only," said Social Affairs Minister (Mensos) Saifullah Yusuf after meeting with PPATK Chairman Ivan Yustiavanda in Jakarta on Friday (7/4).
"In order to improve the accuracy of data, and ensure that social assistance reaches the rightful recipients, we request the help of PPATK to conduct some analysis on the accounts of all social assistance recipients," said Social Minister Saifullah Yusuf (Gus Ipul) at the PPATK office.
Gus Ipul stated that his party has submitted the data related to the distribution of social assistance to the PPATK. Including the issues encountered during the distribution of social assistance in the second quarter of 2025.
In the future, the analysis results of the recipient accounts of social assistance from PPATK will be used to ensure that the social assistance reaches the right target. This analysis also serves as evidence that the data owned by the Ministry of Social Affairs is accurate.
Meanwhile, the Chairman of PPATK, Ivan Yustiavanda, positively welcomed the initiation by the Ministry of Social Affairs regarding efforts to ensure that social assistance reaches the right recipients. He stated that his party is currently exploring the data that has been submitted.
So far, he said, his party has found some data that is not in order. The data will be returned to the Ministry of Social Affairs soon.
"we found some data that is anomalous, and we will immediately submit it to Mr. Mensos to take policy actions regarding the distribution of social assistance," he said.
Ivan once again conveyed PPATK's commitment to always support Kemensos in realizing effective and targeted social assistance. Thus, the assistance is truly received by the people in need.
As information, as of July 1, 2025, more than Rp 20 trillion in quarterly social assistance has been distributed to millions of beneficiary families (KPM). The details are as follows: the PKH social assistance has been received by more than 8 million KPM, or approximately 80.49 percent of the total KPM quota. The value amounts to Rp 5.8 trillion.
Meanwhile, for the food assistance (Bansos Sembako), it has been distributed to more than 15 million KPM or about 84.71 percent of the target, with a value reaching Rp 9.2 trillion. As for the additional assistance or "penebalan bansos," which is an extra Rp 200,000 per month for two months for 18.3 million KPM, it has already been distributed to 15 million KPM, with a value of Rp 6.19 trillion.
Unfortunately, there are still 3.6 million KPM who have not received social assistance. This is due to the provisions in Presidential Regulation No. 63 of 2017, which requires the distribution of social assistance to be conducted non-cash through state-owned bank consortiums (Himbara). Therefore, the distribution that has been carried out so far through PT Pos, except for vulnerable groups such as people with severe disabilities, non-potential elderly, former patients with chronic diseases, indigenous communities in remote areas, and residents in areas without banking infrastructure.
In addition to the process of transitioning from PT Pos to Bank Himbara, other factors causing delays in the distribution of social assistance include 629,513 new KPM recipients who do not yet have bank accounts. These new KPMs are entitled to receive social assistance because they are recorded in the National Integrated Social Economic Data (DTSEN), which has replaced DTKS as the basis for distributing aid. Furthermore, delays in disbursement to some KPMs also occurred due to a number of accounts still being analyzed by PPATK to ensure that the social assistance reaches the right beneficiaries. (mia)
