Mayor of Surabaya Eri Cahyadi stated that this Mass Waqf Pledge is to promote the optimal utilization of waqf land so that it can function to the maximum extent and legally. Through this activity, it also aims to accelerate the certification process of waqf land and strengthen its management professionally.
"We manage the waqf land used for Muslim places of worship. If that (place of worship) is on city government land, we will also waqf it, but not for the land itself, rather for the functional benefit. So, as long as it is still used as a place of worship such as a mosque or musala, the waqf remains valid; if it is changed, then the waqf will no longer be valid," explained Mayor Eri.
The mayor of Surabaya, who is commonly called Cak Eri Cahyadi, stated that after the waqf declaration, it will be further processed by the Kanwil BPN Jatim. After the waqf submission, the applicant will immediately receive the documents and proof of land deposit.
"Immediately go to BPN to submit the documents and the deposit proof, this deposit proof has zero cost, because this is a waqf (endowment). If (the requirements) are complete, then insha'Allah, the documents will be issued within one month," said Cak Eri.
Cak Eri explained that the acceleration of the waqf land certification process this time, the Surabaya City Government involves the National Zakat Collection Agency (Baznas) of Surabaya and all residents of the City of Heroes. In addition, at this occasion, the city government also invited the Chairman of the Branch of Nahdlatul Ulama (NU) of Surabaya, Masduqi Thoha, the Chairman of the Regional Leadership of Muhammadiyah of Surabaya, M. Ridlwan, and the Chairman of the Regional Executive Council of LDII of Surabaya, Achmad Setiadi.
"We invite all stakeholders to continue working together, building a transparent, trustworthy, and empowerment-oriented waqf governance. So that when the assets are compiled, we will know how many assets there are, and most importantly, the places of worship for Muslims such as mosques and musallas already have land titles, which is the most important," explained Cak Eri.
Head of BPN Provincial Office in East Java, Asep Heri, stated that the waqf declaration deed is an important document serving as the basis for issuing waqf certificates. Asep stated that this mass waqf pledge is also to classify the management of the waqf assets. Because, so far, the land that has been waqf has not paid attention to the use and utilization of the waqf land.
For example, Asep continued, if the donated land is for worship, the assets must be built as a place of worship, whatever the religion. However, if the donated assets are used as a religious social place for industry or business, its management must be adjusted.
"So that later, the waqf management will move from a social system to an economic system. These religious social assets, such as land, can become a source of prosperity and welfare for the community. Therefore, these sleeping assets will be activated. Once activated, through legalizing the assets and then issuing certificates. After certification, they will be classified: this one for the mosque, this one for the prayer room, this one for the Islamic boarding school, this one for business, and what about the spatial arrangement? It will be adjusted," said Asep.
In addition, Asep hopes that this mass waqf pledge will make the asset management of waqf more orderly, as it was previously managed manually but now is managed in a modern way. There are about 1,600 waqf lands recorded at Kantah 1 and 2 in Surabaya City, which have already been used as places of worship. He targets that approximately 80,000 waqf lands in East Java must be certified in the near future.

Asep added that this waqf pledge movement will continue to be promoted in the future. This activity is the beginning of a collaboration between the Provincial BPN of East Java together with the Ministry of Religion and Surabaya City Government for the prosperity of the community.
"After creating the waqf declaration document, it can then be registered through the BPN Jatim registration counter. After that, it will be processed further until the electronic waqf certificate is issued. Therefore, the government and the country are present to provide legal protection and legal certainty for places of worship, so that they are safe, comfortable, and have certainty," said Asep.
Meanwhile, the Head of the Department of Islamic Religious Education and Zakat Endowment (Kabid Penais Zawa) of the East Java Regional Office of the Ministry of Religion, Moh Arwani, expressed gratitude to the Surabaya City Government and the Provincial Land Office of East Java for collaborating in carrying out this mass waqf pledge. This mass waqf pledge is appropriate to accelerate the certification of waqf land in the East Java region.
She hopes that the steps taken by the Surabaya City Government this time can serve as a model for the Regency/City Religious Offices across East Java. In this way, the target of the Head of BPN East Java to certify 80,000 waqf assets in East Java can be achieved in the future.
"That is our hope. Hopefully, in the not too distant future, other Regency/City Ministry of Religious Affairs will follow, besides Surabaya City," said Moh Arwani.
