In his opening speech at the BRICS summit in Rio de Janeiro, Brazilian President Luiz Inacio Lula da Silva drew a historical line to the Non-Aligned Movement of the Cold War era—a coalition of developing countries that refused to submit to global power blocs.
"BRICS is the legitimate heir to the Non-Aligned Movement. As multilateralism is under attack, our independence is being tested once again," said Lula.
Now BRICS accounts for more than 50% of the world's population and contributes 40% to global economic output. Since its first summit in 2009, which was attended only by Brazil, Russia, India, and China, the group has expanded, adding South Africa and welcoming Egypt, Ethiopia, Indonesia, Iran, Saudi Arabia, and the United Arab Emirates in 2024.
The presence of Indonesian President Prabowo Subianto at this forum marks the debut of the Southeast Asian country at the BRICS leader level.
However, the internal dynamics appeared complex: Chinese President Xi Jinping was absent and sent only Prime Minister Li Qiang, while Russian President Vladimir Putin participated online due to his legal status at the International Criminal Court.
Nevertheless, several heads of state such as Narendra Modi (India) and Cyril Ramaphosa (South Africa) attended the discussion held at the Rio Museum of Modern Art in person.
More than 30 countries have reportedly expressed interest in joining or forming partnerships with BRICS.
Strengths and Challenges
Membership expansion gives BRICS new diplomatic weight as it seeks to become the main voice for developing countries, and strengthens its push for reforms in the United Nations Security Council and the International Monetary Fund (IMF).
"If global governance does not reflect the multipolar reality of the 21st century, then BRICS must become its driving force," Lula emphasized, while criticizing the failures of US-led wars in the Middle East.
In a joint statement released Sunday afternoon, the leaders condemned attacks against civilian infrastructure and peaceful nuclear facilities in Iran as violations of international law.
They also expressed "deep concern" over the suffering of the Palestinian people due to Israel's attacks on Gaza, and condemned the terrorist attacks in India-administered Kashmir.
On trade issues, BRICS warned that the trend of rising tariffs—indirectly referring to U.S. President Donald Trump's tariff policies—threatens global trade stability. The group also supported Ethiopia and Iran's bids to become WTO members, and urged the immediate restoration of the organization's trade dispute settlement mechanism.
BRICS also approved the trial initiative BRICS Multilateral Guarantees within the scope of the New Development Bank (NDB) to reduce financing costs and strengthen investment in member countries.
In a separate statement on artificial intelligence, leaders emphasized the importance of protection against unauthorized AI use, excessive data collection, and the need for fair payment systems.
Brazil, which will host the UN Climate Conference next November, used this BRICS Summit to emphasize that developing countries are also serious about addressing climate change—contrasting with President Trump's stance, who chose to slow down the US green agenda.
In the bilateral meeting in Rio, China and the UAE indicated their investment commitment in Tropical Forests Forever Facility , a tropical forest conservation initiative currently being developed by Brazil, according to two sources familiar with the discussions.
